The Elms at Harvard


The Elms is a new nine (9) unit affordable housing development located at 105 Stow Road, Harvard, MA. Chelmsford Housing Authority is the management agent for CHOICE, Inc., the Owner. Development is scheduled for completion late November 2017.

The nine units will be located in three buildings on a four-acre site and include a mix of six garden style one-bedroom apartments and three townhome style two-bedroom apartments.

The average size of the 1-bedroom units is 703 square feet and the 2-bedroom units is 860 square feet; both feature a kitchen, living room, and full bath. Residents of The Elms will pay for their electricity (unit electric, cooking and A/C), however, heat and hot water are included in the rent.

The affordable rents are being set based upon the 2017 Eastern Worcester County HUD Metro FMR area median income (AMI) limits to households earning no more than 50% or 30% of AMI.

Tenant share of rent for the Project-Based Section 8 units will be no more than 30% of their income and for the Project-based MRVP units will be no more than 40% of their income.
All nine units will be restricted under the HOME program rules and will have rental assistance tied to the unit.

Application Deadline – Monday, August 7, 2017 by 4:00 PM at CHA office, 10 Wilson St, Chelmsford  

Lottery – Thursday, August 31, 2017 11:00 AM at Harvard Public Library, Volunteers Room, 4 Pond Rd, Harvard

Anticipated Occupancy – Late November, 2017 (subject to change)
