Chelmsford Housing Authority has designated 13.5% of its state-funded apartments as housing for the disabled, and a portion of these units are handicapped/wheelchair accessible.
Congregate Housing
The Transitional Congregate Housing Program at Delaney Terrace is managed by the Summit Elder Care Program of All-Inclusive Care for the Elderly (PACE.) In order to be eligible for this program the resident must be a PACE participant. The PACE program provides wrap-around services including, but not limted to, nursing, home health care, Adult Day Health, ancillary services such as podiatric care, dental care, physical therapy, etc.

Over 70 residents reside in the 64 one-bedroom units in this development. We can offer a daily meals on wheels program provided through the dietary services of the Chelmsford Council on Aging. If needed, the Social Services department can assist in inquiring services through Age Span for tenants in need. There is public transportation available through the Lowell Regional Transportation Authority.

Over 60 residents now reside in the 50 one-bedroom units and 1 four-bedroom Transitional Congregate Apartment. Residents enjoy a weekly luncheon provided through the dietary services of the Chelmsford Council on Aging. Clustered homemaking services are offered through a partnership with Elder Services of the Merrimack Valley provide services which allows residents access to home making services seven days a week if necessary. There is also an on-site Supportive Services Coordinator who works collaboratively with Elder Services of the Merrimack Valley and community agencies to provide assistance to those residents in need. An on-site beauty salon is also available. This development is located in Chelmsford Center with stores and restaurants within walking distance. There is also access to public transportation through the Lowell Regional Transportation Authority.

This elderly / disabled development is home to over 50 residents that reside in 47 one-bedroom apartments and 1 four-bedroom Transitional Congregate Apartment. Tax-Credit, Section 8 Project-Based, & MRVP
Eligibility
The Chelmsford Housing Authority and Age Span partnered to create this development that serves over 50 low-income seniors. The Chelmsford Housing Authority serving as the management agent for North Village. This development has a 24 hour on-call homemaker that can provide laundry, grocery shopping as well as other supportive services. There is an onsite Resident Service Coordinator who provides onsite wellness checks, meals program, and assists in coordinating supportive services. Free prescription delivery and a full-service hair salon are also available. The development is in close proximity to the Chelmsford COA /Senior Center which serves lunch daily to seniors. This is a 62-and-over development.
North Village is located on an easily accessible bus route and buses run hourly through the development.
This development serves 36 senior households. The Westford Council on Aging provides transportation through its Road Runner service and offers numerous programs for seniors at the Westford Senior Center. The development houses a full service hair salon and its location is within close proximity of shopping, restaurants and medical facilities. This is a 62-and-over development.
The (CHOICE) Center is an affordable rental housing development for elders aged 62 years or older. The CHOICE Center is managed by the Choice Housing Opportunities for Intergenerational and Community Endeavors, Inc., a non-profit organization of the Chelmsford Housing Authority. This development consists of 37 units: 32 one-bedroom units and five two-bedroom units.
The two-bedroom units recognize the changing definition of senior housing. This definition includes: elderly parents caring for an elderly, disabled adult child; two elderly siblings living together to support each other; a senior person caring for his or her elderly parent; an elderly couple, one of whom would otherwise have to be placed in a long-term care facility causing a severe economic hardship; a resident requiring a live-in medical aide.

The CHOICE Center is located on an existing campus that has both state and federal housing programs and is in close proximity to the Chelmsford Senior Center. Available services on this campus include 24-hour on-call emergency care, vendor-contracted homemaking services, an on-site service coordinator, a brown bag food program, and free prescription delivery service.

- Income Requirements
- Subsidized (rental assistance): Tenant rent is subsidized through a federal subsidy program where residents pay 30% of their income towards the contract rent. Residents are responsible for their phone service and internet/cable provider.
- Unsubsidized (unassisted): Tenants pay the full contract rent. Currently, the contract rent is $ 1,518 for a one-bedroom unit and $1,991 for a two-bedroom unit. Residents are responsible for their phone service and internet/cable provider. Section 8 voucher holders are welcome. Applicants without rental assistance must have a minimum annual income of at least $46,230 for a 1BR, and at least $59,730 for a 2BR to apply.
The Richardson is an affordable rental housing development for individuals aged 55 years or older. The Richardson is managed by CHOICE, Inc., a non-profit organization of the Chelmsford Housing Authority. This recently renovated and modernized development consists of sixteen (16) one-bedroom units, eight (8) of which are subsidized. Supportive services are available and provided through CHOICE, Inc.
- All household members must be 55 years of age or older.
- The entire household’s annual income must be below the maximum allowable income.
- The household must be of the appropriate size.
- Must meet the income requirements for one of the two categories as detailed below
- Subsidized (rental assistance): Tenant rent is subsidized through a state program (MRVP) where residents pay 40% of their income towards the contract rent. All utilities, (hot water, heat, AC and electric) are included in the rent.
- Unsubsidized (unassisted): Tenant pays the full contract rent minus the applicable utility allowance. Current monthly rent amount payable by the tenant is $1,541. Tenants are responsible for their heat (electric), AC (electric) and General Electric utility bill. Applicants who are Section 8/MRVP voucher holders are welcome and encouraged to apply. Applicants without rental assistance must have a minimum annual income of at least $46,230 to apply.

The Elms
The Elms is a new nine (9) unit affordable housing development located at 105 Stow Road, Harvard, MA. The nine units will be located in three buildings on a four-acre site and include a mix of six garden style one-bedroom apartments and three townhome style two-bedroom apartments.
The average size of the 1-bedroom units is 703 square feet and the 2-bedroom units is 860 square feet; both feature a kitchen, living room, and full bath. Residents of The Elms will pay for their electricity (unit electric, cooking and A/C), however, heat and hot water are included in the rent.
The affordable rents are being set based upon the 2025 Eastern Worcester County area median income (AMI) limits to households earning no more than 50% or 30% of AMI.

Tenant share of rent for the six (6) Project-Based Section 8 units will be no more than 30% of their income. For the Project-based MRVP units will be no more than 50% of their income. All nine units will be restricted under the HOME program rules and will have rental assistance tied to the unit.
Lynn Marcella Residences
The Lynn Marcella Residences at 4 James Street is a development that was created to fill the need for permanent family housing in Chelmsford. Through the formation of strategic partnerships, five new units of housing were developed to give families a place they can call home.
All five units are spacious two-bedroom apartments with project-based Section 8 rental assistance which restricts the rent paid by the tenants to no more than 30% of their income.

Chelmsford Woods Residences
Chelmsford Woods Residences is a 116-unit affordable housing development located at 267 Littleton Road, Chelmsford, MA. The property offers one-, two-, and three-bedroom apartments and three-bedroom townhomes, some with a private garage. The apartments feature fully-appliance galley style kitchens with breakfast bar, easy to maintain laminate wood flooring, large closets and central air conditioning.
Chelmsford Woods Residences is a smoke-free community offering a secure building, ample parking, elevator, tot-lot, and outdoor gathering space with Weber grilling center, large Clubhouse, and on-site laundry facilities.
This property was developed using Low Income Housing Tax Credits (LIHTC), which restricts income of residents and provides affordable rents. Applicants who already have a Section 8 Voucher or MRVP may use it to rent an unsubsidized unit subject to review by the issuing authority. Residents pay for their electricity, heat, phone, internet and cable TV. A utility allowance is provided for the electricity and heat.
